Call for a “Capacity Assessment” tender under the Blue Benguela Current Action

The multi-Donor Action “Blue Benguela Current” is jointly co-financed by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented as part of the BMZ Global Programme “Sustainable Aquatic Food” (GP SAF). This specific Action targets the Benguela Current Large Marine Ecosystems (BCLME), as it is a major coastal upwelling ecosystems and key centre of marine biodiversity, delivering a broad range of socio-economic benefits to the adjoining nations (Angola, Namibia and South Africa) and their local communities.

The BCLME has increasing socio-economic value, also leading to more user-user and user-environment conflicts. The BBCA project aims to support with integrated planning and management approaches to the region to guide as needed the development of an Inclusive and Sustainable Blue Economy (ISBE). Together with its partner, the Benguela Current Convention, the goal of transitioning to an ISBE has been defined as high on the political and regional agenda. Specifically, the goal of the BBCA project as defined with its partners reads: “to contribute to an inclusive and sustainable Blue Economy in the Benguela Current Large Marine Ecosystem (BCLME) that embraces the integrated conservation and sustainable use of the region’s marine and coastal biodiversity and the associated ecosystem goods and services for the benefit of diverse social groups”.

GIZ Namibia is seeking the services of qualified and experienced consultants, which can include individuals, consortia, or civil society organizations. The objective is to design and implement consulting services for a thorough capacity assessment to identify gaps and opportunities for Benguela Current Convention Secretariat (BCCS) staff development, informing the design of targeted interventions to enhance organizational capabilities.

Key services include:

  • Reviewing the mandate of the BCCS, understanding the existing and proposed organisational structure and operational plan, and aligning it with the new BCC Strategic Action Programme
  • Reviewing and developing job profiles and descriptions for all proposed positions in the new structure
  • Carrying out a skills audit with all BCCS staff members
  • Developing an overall Strategic Capacity Development Plan for BCCS staff members

Call for Expression of Interest (EOI) Services: Revamping and Re-designing of the Benguela Current Convention (BCC) Website

The Secretariat of the Benguela Current Convention (BCC) invites Expression of Interests (EoI) from qualified and competent service providers for the design, development, implementation and hosting of the Benguela Current Convention (BCC) website. The website design should provide an interactive, fresh and vibrant look, with organized, attractive and user-friendly content.

The Expression of Interest (EoI) must include a technical proposal with detailed methodology and comprehensive workplan, company profile, a financial proposal, and the curricula vitae of relevant project team. Submissions should be made to the Benguela Current Convention (BCC) via email at website@benguelacc.org or by hand delivery to the BCC Secretariat Office, No. 1 Strand Street, Swakopmund, or post to P/Bag 5031 Swakopmund, on or before 17H00, Friday, 27 February 2026 Namibian time.

It shall remain the responsibility of the bidder to ensure that the EoI reaches the BCC Secretariat on any of the above addresses on or before the deadline. EoI received by the BCC Secretariat after the deadline indicated above, for whatever reason, shall not be considered for evaluation.

The financial proposal of the EoI should separate professional fees from any other costs related to the assignment. Thank you and we look forward to receiving your submission.

A training course on Blue Economy was requested by members of the Benguela Current Convention (BCC) and aligns well with the goal of the BBCA project. In such a course, members should be given the opportunity to develop a deeper understanding of the blue economy concept, what it means to the region and how one might manage it, measure its output, and finance it. Selected participants will attend this training and are expected to receive certification by the end of the training stating covered topics and expertise on how an ISBE could represent the new reality of the BCLME in Angola, Namibia and South Africa.

Specifically, the course must cover and explain the following important terms and concepts related to an ISBE:

  • Policies relevant to ocean-specific topics, including SDG 14 and blue economy strategies and African Union Agenda 2063 as well as on the international stage (draw examples from High Level Panel on a Sustainable Ocean Economy, UNOC, One Ocean, or other important conferences/fora)
  • An overview of emerging economic marine activities relevant to the region, such as renewable energy, kelp farming, marine biotechnology, maritime surveillance, carbon capture and sequestration, nature-based solutions and ecosystem-based adaptation measures for climate change and other anthropogenic coastal hazards
  • An overview of traditional economic marine activities relevant to the region, such as fishing, aquaculture, mining, oil exploitation, maritime transport, port facilities, shipbuilding, coastal tourism and scientific research.
  • Session on marine spatial planning and how it can enhance the implementation of ISBE within the region including an input by the BCC Secretariat to introduce themselves and explain their work and role to all participants of the course
  • Topics relevant to understanding the ocean challenges, such as climate change, marine pollution, loss of biodiversity, acidification, overfishing, and the difference between fostering a “blue economy” and a “sustainable blue economy”
  • Gaining insight into the ocean governance options, such as marine spatial planning, maritime law and the law of the sea (including BBNJ), circular economy, ocean literacy, blue tourism and ecotourism
  • Future opportunities in the marine space, such as digitalization opportunities for monitoring MPAs and the maritime industry, future prospects with regenerative mariculture or biotechnology and bioeconomy innovations, and lastly renewable energy
